Yes, cards can be tokenized without the CVV. Once a card is tokenized, verifications and transactions are possible.
When running token migrations from other platforms, it is a common practice for the originating platform to send you PCI data without the CVV code/number.
If you use Finix's Payment Instrument endpoint to tokenize the cards, do not create a dummy CVV number. Leave it blank and do not put in a value.
The issuing bank will decline the card with an incorrect CVV code. If this issue occurs, the only solution is to retokenize the card without the CVV. We cannot go and edit the CVV number in our vault.
